The FCC had adopted the Commercial Advertisement Loudness Mitigation (CALM) Act on December 13th 2011. These rules would require commercials to have the same average volume as the programs they accompany. The Act became effective on December 13, 2012, so you can expect all commercials to no longer be blaring and ear piercing!
